Billy Clay Payne, age 36, of Mountain City, Tennessee, went to be with the Lord on Tuesday, January 31, 2012 along with his fiancé Billie Jean Hayworth. He was born on July 10, 1975 in Boone, North Carolina to Billy Ray Payne and Beverly Dugger Garland. Billy was preceded in death by his maternal grandparents, Paul and Mae Dugger and paternal grandfather, Clay Payne. Billy was an avid coin collector and enjoyed going to flea markets, yard sales and auctions. He was a member of Walnut Grove Baptist Church. In addition to his father, Billy Ray Payne of Mountain City, TN and his mother and step-father, Beverly and David Garland of Knoxville, TN, Billy is survived by his sons: Justin Payne of Clermont, FL and Tyler Payne of Mountain City, TN; sister and brother-in-law, Tracy and Jason Greenwell of Mountain City, TN; brother, Joshua Garland of Knoxville, TN; grandmother, Wanda Payne of Mountain City, TN; step grandmother, Betty Garland of Unicoi, TN one nephew, Clay Greenwell; several aunts, uncles and cousins and many, many special friends. Funeral Services for Billy Clay Payne and Billie Jean Hayworth will be conducted at 2:00 p.m. Saturday, February 4, 2012 at the First Freewill Baptist Church with Pastors Billy Morefield and Pastor Gary Gambill officiating. The family will receive friends from 12-2:00 p.m. prior to the service at the church. Graveside Service and Interment will follow from Dunn Memorial Park Cemetery. Active Pallbearers for Billy Payne are Tim Dugger, Brad Osborne, Jason Greenwell, David Payne, Dale Tedder and Calvin Williams. Honorary Pallbearers for Billy Payne will be Clay Greenwell, Joshua Garland, Steven Dugger, Jonathan Lewis, J.R. Furches and Jim Widener. In lieu of flowers, the family requests that memorial donations be made to the Tyler D. Payne Fund, c/o Elizabethton Federal Bank, P.O. Box 65, Mountain City, TN 37683. This account will be used for the sole purpose of caring for baby Tyler D. Payne.
